Hawk Networks, Inc. d/b/a Althea

This page describes our traffic management policies in line with the FCC transparency rules.
Network management policies
-
Althea does not block or throttle any content.
-
No specific traffic or service is prioritized or pays for prioritization
-
Traffic is never stored except when required by law or court order and will only be observed to diagnose service problems.
-
Althea does not modify the behavior of any specific application.
-
There are no rules for what devices may or may not be used in an Althea network.
Congestion management policies
Traffic in Althea networks is managed by several versions of the Cake traffic management algorithm. This is an advanced automated traffic management system that is designed to ensure that all customers have the best experience possible and that bandwidth is fairly allocated to all customers.
As an explanation for the layman when there is insufficient available capacity for all
demand connections are slowed biggest first. This will usually mean large
downloads slowing and/or Ultra HD video being reduced to a lower quality
setting.
Traffic will only be blocked if it is clearly malicious in nature.
Service description
Althea uses a dynamic network combined with a usage based billing strategy described in layman's terms on our blog.
